Gov Namadi Signs Jigawa OGP SAP III, Assures More Openness,Inclusiveness in Governance

The Jigawa State governor Malam Umar Namadi on Monday, has officially signed Jigawa Open Government Partnership (OGP) State Action Plan (SAP III), for implementation.

Speaking after the signing held at government House Dutse, Governor Namadi commended His Deputy in his capacity as Chairman of the State OGP Steering Committee, the State and Non-State Co-Chairs, members of the Steering Committee, the OGP Secretariat, civil society organisations, development partners, and all stakeholders for their dedication and contributions in producing the document through an inclusive and participatory process.

He explained that, the Action Plan reflects Jigawa government commitments to strengthening transparency, accountability, citizen participation, and effective public service delivery. It also aligns with present administration’s development agenda and determination to build institutions that are responsive to the needs and aspirations of Jigawa people.

“Today, by signing this document, we are reaffirming that open government is not merely a policy aspiration but a guiding principle of our administration. I therefore direct all Ministries, Departments, and Agencies responsible for implementing the commitments in this Action Plan to accord it the highest priority and work collaboratively to ensure its successful delivery.

“I also call on civil society organisations, development partners, the private sector, traditional and religious leaders, women, youth, and persons with disabilities to continue partnering with Government throughout the implementation of this Action Plan. Its success depends on our collective efforts”, he said.

The governor then, appreciate and congratulate everyone who contributed to this achievement and assure the people of Jigawa State that this administration will continue to promote openness, accountability, innovation, and inclusive governance for sustainable development.

“It is now my pleasure to officially sign the Jigawa State Open Government Partnership State Action Plan III (2026–2027) for implementation”, the Governor said.

While delivering his speech, the Jigawa State Deputy Governor who is the chairman State OGP steering committee Alhaji Aminu Usman said, the Action Plan contained in this Action Plan is evidence based, realistic, and designed to deliver measurable results for the people of Jigawa State. 

“As Chairman of the Jigawa State Open Government Partnership (OGP) State Steering Committee, to formally present the Jigawa State Open Government Partnership State Action Plan III (2026–2027) for Your Excellency’s approval and official signing. 

“Today’s ceremony represents the successful completion of an extensive co-creation process that brought Government and non-state actors together to jointly design a practical roadmap for strengthening governance in our State. It demonstrates our shared belief that sustainable development is best achieved through partnership, dialogue, and collective responsibility. 

According to him, the document has undergone rigorous consultations, technical reviews, and validation by stakeholders from across the State.

The chairman commended the  governor’s support for the Open Government Partnership. Your administration’s commitment to inclusive governance has continued to inspire confidence among citizens, civil society organisations, development partners, and public institutions. 

“I also sincerely commend the State and Non-State Co-Chairs, members of the State Steering Committee, Technical Working Groups, the OGP Secretariat, Ministries, Departments and Agencies, civil society organisations, development partners, and all stakeholders whose dedication and expertise have made this achievement possible. 

“Your Excellency, with the successful completion of this process, our attention now shifts from planning to implementation. As Chairman of the State Steering Committee, I assure Your Excellency that the Committee will provide effective oversight, promote collaboration among implementing institutions, monitor progress, and ensure that implementation remains transparent, participatory, and results-oriented. 

“It is therefore my singular honour to respectfully present the Jigawa State Open Government Partnership State Action Plan III (2026–2027) to Your Excellency for official signing and launch”.
