The Jigawa State governor Malam Umar Namadi has urged the 27 local government of Jigawa State to ensure the implementation and alignment of 2025-2030 Local Government Development Plans (LGDPs) with State points agenda.
Governor Namadi made the call while delivering his speech at the official unveiling of Jigawa 2025-2030 Local Government Development Plans (LGDPs held on Monday at government House Dutse.
The governor who described the move as a historic said, is a step in collective effort to build a more prosperous, inclusive, and accountable Jigawa State from the grassroots.
“Today’s event marks a new phase of disciplined, evidence-based, and people-centred development planning at the Local Government level. It reminds us that meaningful progress must be guided by vision, informed by data, strengthened by consultation, and sustained through implementation”.
He explained that, Jigawa State and its Local Governments have, in the past, undertaken medium-term development planning, including through the Local Government Economic Empowerment and Development Strategy, popularly known as LEEDS.
According to him, those efforts provided useful foundations, but over time they were not sustained with the required consistency, institutional discipline, and linkage to budgeting and implementation.
He maintained that, the sustained development and implementation of the State Comprehensive Development Framework (CDF), efforts were made to carry the Local Governments along through the coordinative role of the Ministry of Local Government.
“The Local Government Development Plans we are unveiling today therefore represent not an entirely new idea, but a deliberate revival, modernization, and institutionalization of strategic local development planning. They provide each of the 27 Local Government Areas with a comprehensive, participatory, and forward-looking roadmap to guide priorities, investments, and service delivery over the next five years.
“I am pleased that considerable efforts have been put to ensure that each of the 27 Local Government Development Plans is aligned with our administration’s 12-Point Agenda, the State Comprehensive Development Framework, and the Sustainable Development Goals. Also, very importantly, I am glad that they reflect the voices and aspirations of the citizens, considering the extensive consultations and community engagements that took place prior to technical reviews and final validation. I am confident these plans will not only sustain synergy between the State and Local Government Development but also help establish linkages between the long-term vision of the respective LGAs and their annual budget.
The governor then commended Commissioner for Local Government and Community Development, the Permanent Secretary, Directors, technical teams, consultants, and all officials who worked with dedication to deliver this important assignment.
“I also congratulate the Chairmen of the 27 Local Government Councils, traditional institutions, community representatives, women and youth groups, civil society organizations, and all stakeholders whose contributions made this milestone possible”, he said.
While delivering his speech, the commissioner ministry for local government and community development Alhaji Ibrahim Garba Hannun Giwa, said the official unveiling of the Development Plans (LGDPs) is a significant milestone in the implementation of the administration’s vision of building a prosperous, inclusive, and resilient Jigawa State through evidence-based planning, accountable governance, and effective service delivery.
“These Development Plans are the product of an extensive consultative process involving state ministries, local government councils, traditional and religious institutions, civil society organizations, community representatives, women, youth, persons with disabilities, and development partners. Their collective contributions have ensured that the priorities contained in these plans truly reflect the aspirations and developmental needs of our people.
“For the first time, every Local Government Area in Jigawa State now has a structured five-year development framework that aligns with the Jigawa State Development Plan, the national development priorities, and the Sustainable Development Goals (SDGs). These plans will serve as practical roadmaps for budgeting, investment prioritization, project implementation, monitoring, and performance evaluation at the local level, he said.
Hannun Giwa assured that, the Ministry for Local Government remains committed in providing the necessary technical support to ensure the effective implementation, monitoring, and periodic review of these plans. However, the success of this initiative will depend on sustained collaboration among the State Government, Local Government Councils, development partners, civil society, the private sector, and our communities.
“I wish to sincerely appreciate His Excellency for his visionary leadership and unwavering commitment to strengthening planning and governance in Jigawa State. We also acknowledge the invaluable contributions of all stakeholders whose dedication made the preparation of these plans possible.
“As we unveil these documents today, I call on all Local Government Chairmen and their management teams to take full ownership of the plans by integrating them into annual budgets, work plans, and development programmes. Let these documents become living instruments that guide decisions and accelerate socio-economic development across our communities”, the commissioner said.
